With the rapid growth of our business in China and an increased focus on strategic transformation, we are establishing a pivotal Chief Technology and Operations Officer (CTOO) role. This position will oversee both Operations and Technology functions, aligning with the Country Total Operating Model for Institutional International Banking Operations.
About the Role
As the Chief Technology and Operations Officer (CTOO) for China, you will oversee all operational aspects for the entity. This includes managing the operations and technology functions of Institutional Operations, Markets Ops, Business Execution & Change, Data Management, Business Continuity, Procurement & Property, and Technology, all while adhering to ANZ's Risk & Compliance Management Framework.
This role ensures efficient operational management and effective risk and compliance controls as the first line of defence. Additionally, the CTOO will provide local oversight for the country's Technology Strategic and BAU Operations, including Technology Risk Governance uplift, AML risk management uplift, and the delivery of digital capabilities needed to maintain China’s status as a regional business hub.
The CTOO holds Senior Manager accountabilities for both “Chief Operating Officer” and “Chief Technology Officer” roles, managing all operational aspects of ANZ China.

Your key accountabilities in this role will include:

Develop an in-country Operational Plan, including IT, aligned with strategic growth agendas.

Elevate customer service by leveraging Operations’ data and digital backbone.

Embed a customer-centric approach in operations.

Prepare and submit accurate strategic plans, operating, and capital expenditure budgets.

Drive strategic cost management initiatives that align with ANZ's strategy.

Document and align processes with global digital standards, focusing on continuous improvement.

Foster collaboration across borders and optimise efficiency through people development and resource allocation.

Collaborate with the Country CFO on data governance, leading both BAU activities and strategic initiatives.

Fulfil key roles under the ANZ China Accountability framework.

Ensure compliance with China laws & regulations and proactively manage risks.

Actively participate in the China Executive Committee and Institutional Operations leadership teams, contributing to strategic decision-making and ensuring alignment with overall business objectives.

Maintain a well-managed business by identifying and managing risks and issues.
About You
To grow and be successful in this role, you’ll ideally bring the following:

Extensive experience in managing operations and technology functions within a financial institution.

Demonstrated capability in communicating with and influencing senior executives to align with Bank and business strategy.

Proven track record in strategic cost management and delivering value to the business and customers.

Strong customer service orientation with the ability to drive customer centricity in operations.

Experience in managing supplier arrangements and outsourcing processes.

Strong understanding of regulatory requirements and experience in ensuring compliance.

Proven ability to manage risk and implement effective risk management frameworks.

Ability to lead and motivate diverse teams, anchored in ANZ’s values and leadership behaviours, with a reputation for coaching, encouraging curiosity, and investing in people development.
