About the Role
As Head of Talent & Culture, PNG you’ll be accountable for leading the delivery of high quality, efficient and compliant Talent & Culture services to employees and senior stakeholders in PNG.
You will be responsible for executing the ANZ Group and Institutional Talent & Culture strategy into PNG and ensure that regulatory, cultural and business specific requirements, are delivered in alignment with service level agreements (SLAs), internal policies and external regulations.
Being a key member of PNG’s Leadership team, you will be responsible for providing Talent & Culture guidance and leadership to support Papua New Guinea’s business strategy and success.

What will your day look like?
As Head of Talent and Culture, PNG, you are accountable for:
- Leading the PNG Talent & Culture team and fostering a collaborative work environment by sharing knowledge and insights, engaging in regular performance and development conversations, coaching and mentoring
- Managing Non-Financial Risk through oversight of end-to-end Talent & Culture operational processes, supporting line managers and working closely with Senior Leaders and ANZ Group colleagues to ensure effective controls are in place
- Organisational design and People Strategy for the PNG business
- Providing Talent & Culture advice and expertise as a key member of the PNG Leadership team
- Maintaining high standards of work delivery through quality assurance, compliance with regulatory requirements and promoting a culture of continuous improvement
- Ensuring people related costs are on budget and to plan, collaborating with Finance and local line managers to regularly monitor
- Timely delivery of ANZ Group Talent & Culture cyclical activities and change initiatives - leading and embedding changes where required for PNG including policy and process updates
- Sharing data driven insights for the PNG business and senior stakeholders to guide decision making
- Executing Talent & Culture processes within agreed timeframes, ensuring accuracy to avoid financial penalties
- Vendor partnership and contract renewals – e.g., with Medical Insurance Providers
- Wellbeing and Safety Leadership in PNG, working closely with the ANZ Group Wellbeing and Safety team to execute ANZ Group initiatives
- Governance and oversight of the PNG payroll activities offshored to the ANZ Fiji Central Payroll team
- Collaboration with International, Institutional and other T&C Divisional Business Partners to uplift and deliver seamless Talent & Culture services, resolving escalations, and leading local Talent & Culture initiatives
What will you bring?
To grow and be successful in this role, you will ideally bring the following:
- Proven Senior Human Resources experience in roles leading teams
- Human Resources Operations Expertise – Extensive knowledge and hands-on experience across Talent & Culture processes, systems, and tools, including payroll governance, data validation and reporting, performance and remuneration cycles, employee benefits, recruitment, mobility, and wellbeing & safety.
- Employment Law & Compliance – Sound understanding of PNG employment legislation and regulatory requirements, ensuring all Talent & Culture practices align with local compliance standards.
- Team Leadership – Proven experience leading teams, fostering capability development, managing performance, and coaching individuals to achieve both personal and organizational goals.
- Senior Leadership Experience – Demonstrated experience as part of a senior leadership team, driving organizational design and leading key people strategy initiatives, including annual performance and remuneration reviews.
- Trusted Advisor – Ability to build credibility with senior stakeholders, providing coaching and guidance on a wide range of people-related matters with a pragmatic, empathetic approach aligned to ANZ values.
- Stakeholder Relationship Management – High level of integrity with a strong track record of building and maintaining trusted relationships across diverse teams, geographies, and cultures within multinational environments.
- Communication Skills – Clear, concise, and effective verbal and written communication skills that support stakeholder engagement, collaboration, and issue resolution.

- Customer-Centric Approach – Strong service orientation with the ability to collaborate effectively with Talent & Culture Business Partners and employees to deliver seamless, customer-focused HR support.
- Time Management & Organization – Highly organized with the ability to manage competing priorities, adapt to changing demands, and consistently meet deadlines and project milestones.
- Accuracy & Compliance Focus – Strong attention to detail with a commitment to executing tasks accurately while ensuring adherence to internal policies and regulatory requirements.
- Technical Proficiency – Advanced proficiency in Microsoft Excel, Word, and PowerPoint, supporting data analysis, reporting, and presentation of insights.
- Project Management experience – leading divisional or regional Talent & Culture projects and initiatives
- Audit, Risk and Compliance reporting experience- understanding of internal/external audit processes and experience with Talent & Culture data reporting
- Change management leadership – experience leading changes with Talent & Culture processes and contribute to continuous improvement
- Tertiary qualification in Human Resources, Business Administration or a related field
