About the Role

The Senior Manager, Workforce Planning & Management is accountable for the workforce strategy, planning capability and operational workforce performance of the Transformation Delivery Hub (~600 resources). The role leads the design and execution of workforce planning practices that enable the Hub to meet current and future transformation demand, ensuring the right capability, capacity and workforce mix are available to deliver strategic outcomes. The role acts as a trusted advisor to CTO and TDH leaders, providing workforce insights that inform investment, prioritisation and delivery decisions.

 

As part of the establishment and ongoing operation of the Transformation Delivery Hub, this role has an extended remit across the hub’s performance and operational management. This includes ownership of hub reporting, performance insights, workforce and delivery analytics, business planning, governance support, and continuous improvement initiatives. The role works closely with TDH leadership to provide transparency of performance, identify opportunities for optimisation, and support the effective delivery of the Hub's strategic objectives.

What will your day look like?

 

Strategic Workforce Planning

  • Define and evolve the workforce strategy for the global Transformation Delivery Hub (~600 workforce), aligned to enterprise transformation priorities
  • Provide strategic advice to CTO leadership regarding workforce investment, capability development and workforce risk
  • Lead workforce scenario planning to inform portfolio planning, funding decisions and strategic workforce outcomes

 

Demand & Capacity Management

  • Establish and maintain workforce demand forecasts and capacity models across a high-volume, multi-program portfolio
  • Continuously monitor supply vs demand, identifying risks and recommending mitigation strategies
  • Optimise workforce utilisation at scale while balancing cost, capability, and delivery outcomes

 

Workforce Strategy & Business Performance

  • Monitor and report workforce performance metrics, productivity trends and workforce economics
  • Provide insights on workforce costs, utilisation, delivery capacity and workforce return on investment
  • Support strategic decision-making through workforce and business performance analysis
  • Drive initiatives that improve productivity, workforce effectiveness and delivery outcomes

 

Leadership & Influence

  • Lead the Workforce Planning practice, including workforce planning methodologies, standards, governance and continuous improvement
  • Build organisational workforce planning capability across the Transformation Delivery Hub
  • Influence executive-level decisions through workforce insights, forecasting and scenario modelling
  • Represent workforce planning in senior governance and investment forums

 

Business Performance

  • Establishing and managing Hub-level performance management processes, ensuring performance trends, risks, opportunities and emerging issues are identified, monitored and addressed
  • Supporting the development and coordination of the TDH business plan, operational objectives and strategic priorities, ensuring alignment with enterprise transformation outcomes
  • Coordinating Hub governance activities, including leadership forums, performance reviews, workforce reviews and strategic planning cycles, ensuring decisions and actions are effectively tracked and delivered
  • Providing oversight and coordination of strategic initiatives and special projects on behalf of TDH leadership, ensuring effective execution and delivery of business outcomes
  • Supporting organisational maturity by embedding data-driven decision-making, performance transparency and disciplined business management practices across the Hub 

 

What will you bring?

To grow and be successful in this role, you will ideally bring the following:

 

  • Extensive experience in workforce planning or resource management
  • Proven experience leading teams and/or workforce planning functions in complex organisations
  • Demonstrated experience managing enterprise-scale workforce environments (500+ resources preferred)
  • Executive stakeholder management
  • Strong analytical and modelling skills (forecasting, scenario planning, capacity planning at scale)
  • Experience supporting large-scale transformation or program delivery portfolios
  • Ability to translate strategy into actionable workforce plans across complex delivery landscapes
  • Experience working with workforce planning or resource management tools
  • Change leadership and organisational influence
  • Extensive business and operational planning experience
  • Executive communication and presentation skills
  • Knowledge of capability frameworks and skills taxonomies
  • Background in consulting, transformation, or portfolio management
  • Familiarity with data analytics and visualisation tools (e.g. Power BI, Tableau)
  • AI-enabled workforce planning and analytics
  • Cost optimisation and productivity management
  • Demonstrated track record of leading workforce planning or resource strategy in complex, enterprise-scale environments (including large workforces 500–700+)
  • Bachelor’s degree in Business, Human Resources, Finance, Economics, or a related discipline
  • Professional certifications in workforce planning, HR, project/program management, or transformation (e.g. AHRI, PMI, PRINCE2, SAFe) desirable
  • Proven experience operating in transformation, PMO, or portfolio delivery settings
  • Strong proficiency in data analysis and workforce planning tools (e.g. Excel modelling, Power BI, workforce planning systems)
