About the Role

 

The Program Oversight Lead plays a key role in providing independent second‑line oversight of material change initiatives, ensuring that risks arising from programs and delivery activities are appropriately identified, assessed and managed.  

 

The role supports sound risk outcomes and alignment with regulatory expectations through consistent, objective assurance over program delivery and implementation. 

 

The role contributes to strengthening the organisation’s risk culture by promoting disciplined oversight practices, robust assurance, and informed decision‑making across programs and portfolios

What will your day look like?


As a Program Oversight Lead, you will:

 

Strategic leadership 

 

  • Work closely with key stakeholders to design and execute the program oversight and assurance approach, ensuring alignment with regulatory expectations and Non-Financial Risk management standards. 
  • Partner with Risk Leadership and relevant business executives to embed robust second line oversight of programs and uplift risk culture through consistent assurance practices. 
  • Lead coordination across divisional risk teams to align on delivery and delivered risk, so stakeholders hear one clear and consistent view of risk. 

 

Oversight and assurance of programs 

 

  • Provide independent oversight of material programs, applying consistent frameworks for change and delivery risk oversight, including risk assessments, independent challenge, thematic analysis, and program health reviews. 
  • Assess the effectiveness of risk controls and management actions across programs, identifying systemic issues or emerging risks and escalating material concerns to senior stakeholders. 
  • Maintain a clear view of priority risk areas and key areas of focus across the portfolio, including where additional assurance is needed to support sustainable outcomes for strategic projects. 

 

Stakeholder engagement and governance 

 

  • Present independent insights, findings, and thematic outcomes to relevant senior governance forums to support effective decision making and delivery confidence. 
  • Work with divisional risk teams and program leaders to agree ownership, messages, and actions on delivery risk, delivered risk, and residual risk. 
  • Engage constructively with regulators, where required, to support transparency and alignment with supervisory expectations for program risk management. 
  • Partner effectively with Internal Audit to ensure clear delineation of responsibilities and complementary assurance coverage. 

 

Assurance planning and coverage 

 

  • Translate portfolio risk insights into assurance priorities and inputs to the assurance plan, including targeted reviews where risk, control performance, or delivery confidence requires deeper testing. 
  • Track assurance outcomes and actions to closure and confirm that fixes are embedded and sustained for strategic programs. 

 

Continuous improvement and risk insight 

 

  • Monitor emerging risks, regulatory themes, and lessons learned to continuously enhance program oversight and assurance practices. 
  • Provide insights to strengthen delivery discipline, uplift risk maturity, and support sustainable improvements in program governance and resilience. 

What will you bring?


To grow and be successful in this role, you will ideally bring the following:

 

  • Proven ability to design and deliver enterprise‑wide risk assurance programs, including methodologies, control testing and reporting.
  • Extensive experience leading assurance activities such as control testing, thematic reviews and regulatory remediation.
  • Strong executive‑level exposure, presenting assurance insights to Board Risk Committees and regulators.
  • Broad knowledge of financial services operations and how assurance applies across credit, treasury, technology, payments and financial crime.
  • Demonstrated leadership of large, geographically dispersed teams with consistent assurance standards embedded across divisions.
  • Deep capability in root cause analysis, systemic issue identification and driving sustainable remediation outcomes.
  • Significant senior‑level experience across risk assurance, internal audit, regulatory supervision and banking regulation (APRA, ASIC, CPS 220/230/511).
